Record-breaking heat across Europe and the United States is pushing millions of people toward a difficult choice: how much more they can endure. Crowded pools, libraries turned into cooling centers and around-the-clock air conditioning help many survive the worst weeks, but for a growing number of people, extreme heat has become the reason they are leaving home altogether.
Early analyses of Europe’s June heat wave estimate the death toll at no fewer than 20,000 people. Scientists have identified a «human climate niche»: the range of rainfall, humidity and temperatures in which human societies have developed and flourished. If greenhouse gas emissions continue unchecked, as much as one-third of humanity could be living outside those conditions by 2070, according to a study published in Proceedings of the National Academy of Sciences. Extreme heat is central to that shift.
Researchers have long warned that sustained wet-bulb temperatures of 35 degrees Celsius (95 degrees Fahrenheit) or higher make it impossible for the human body to cool itself. Several cities have already crossed that threshold, and emerging evidence suggests the body’s breaking point may be even lower. But long before a region becomes physically uninhabitable, it can become economically and practically impossible to live in.
People rarely move because of heat alone. They move because heat makes it too costly to stay. Wealthier households can cool their homes, absorb higher utility bills and temporarily relocate during heat waves; wealthier cities can invest in shade, green space and cooling infrastructure. Billions of people have no such options. For them, every hotter year brings compounding losses: crops fail, livestock die, construction workers and street vendors lose income, and families spend more on water, food, electricity and health care while earning less. Pregnant women face higher risks of miscarriage and preterm birth, children miss school as classrooms become unbearable, and older adults grow increasingly vulnerable. When hot days are followed by nights that never cool, the body has no chance to recover.
Migration is rarely the result of a single heat wave. It is the outcome of years of losses that steadily erode income, health and hope. Santuben Kantibhai, a farmer from Gujarat, India, has lived through that erosion. A severe heat wave destroyed much of her family’s crop and sent their income down sharply. At the same time, her father, who earned money through farm labor and daily wage work, developed cataracts and gradually lost his eyesight, making it harder for him to contribute. When another heat wave struck in 2025, crop yields fell again just as he needed surgery. For Santuben, the question is not whether heat is becoming more dangerous; it is how many failed harvests and lost workdays her family can absorb before staying becomes impossible.
Effective solutions already exist. Trees can cool neighborhoods by several degrees. Cool roofs, shaded streets and passive building design reduce dangerous temperatures. Early warning systems save lives. Financial tools can also help. In Santuben’s case, parametric insurance cushioned her family’s income losses during extreme heat and allowed her to cover her father’s medical expenses, helping him return to work and recover some of the income the heat had wiped out. That support did more than protect a family budget; it preserved her family’s ability to decide whether to remain on their land rather than being forced to leave after exhausting every other option.
The main obstacle is not a lack of solutions but a lack of resources. The communities most exposed to extreme heat are often the least able to pay for adaptation, which makes domestic investment and international climate finance essential. Such measures cannot replace the urgent need to cut greenhouse gas emissions, nor can they erase all of the pressure heat puts on families. But they can often give people the choice to stay.
Adaptation must also recognize that heat does not affect everyone equally. Gender, race, disability and legal status can increase exposure to heat and limit access to support. Women already account for an estimated 80 percent of people displaced by climate change and are significantly more likely to die during climate-related hazards, largely because they more often carry unpaid caregiving, water collection and cooking responsibilities that continue even in dangerous heat. Cultural expectations around clothing and freedom of movement can add to that risk. Without strategies that reach the most vulnerable, the cost of extreme heat will keep falling on those least able to bear it.
